The Philippine Embassy. Although diplomatic relations between the Philippines and Austria were established as early as 17 October 1946, it was only thirty-one (31) years ago in 1973 that the Philippine Embassy in Vienna was established. Previously, relations with Austria were under the oversight of the Philippine Embassy in Berne, and it was the Philippine Ambassador to Switzerland who was accredited to Austria, on a non-resident basis. It was former Secretary of Foreign Affairs H.E. Domingo L. Siazon, Jr., then serving as Chargé d'Affaires (1973-1979), who opened the Embassy. He later gained the distinction of becoming the first resident Philippine Ambassador to Austria (1980-1986). He was then succeeded by H.E. Amb. Nelson D. Lavinia (1986-1992), H.E. Amb. Reynaldo O. Arcilla (1993-1995), Amb. Jose Abeto Zaide, Jr. (1995-1999), Amb. Victor G. Garcia III (1999-2006), and Amb. Linglingay F. Lacanlale (2006-2010). The present Philippine Ambassador to Austria is H.E Lourdes O. Yparraguirre. She assumed her post in Vienna on June 9, 2010. Aside from the Republic of Austria, the Philippine Embassy also covers, on a non-resident basis, the Republic of Croatia, the Republic of Slovakia and the Republic of Slovenia. The Philippine Permanent Mission. The Officers and staff of the Philippine Embassy also concurrently compose the Philippine Permanent Mission to the United Nations and the other major International Organizations in Vienna. Within this context, the Philippine Ambassador to Vienna also holds the title of Philippine Permanent Representative. Being a Permanent Mission, the Ambassador and other Embassy officials and staff (who serve as either alternate representatives or advisers), represent the Philippines in the activities and meetings of the Vienna-based UN subsidiary bodies, the UN Office on Drugs and Crime (UNODC), the UN Industrial Development Organization (UNIDO), UN Office on Outer Space Affairs, the International Atomic Energy Agency (IAEA), the Preparatory Commission of the Comprehensive Test Ban Treaty Organization (CTBTO-PrepCom), the OPEC Fund for Industrial Development, and others., Owing to the great relevance of the issues these organizations discuss to Philippine national interest, the Philippine Government accords a high degree of importance to active involvement in these international organizations. Multilateral work thus constitutes an equally substantial portion of the duties and responsibilities of the Ambassador and his officers and staff. |
