Secretary Benjamin P. Reyes delivers the Philippine statement at the recently
concluded Special segment on the Follow-up to the special session of the General
Assembly on the world drug problem held on 30 November 2016 in Vienna, Austria.
Secretary Benjamin P. Reyes, Chairman of the Dangerous Drugs Board led the Philippine delegation at the Special Segment on the Follow-up to the special session of the General Assembly on the world drug problem held on 30 November 2016 in Vienna, Austria. Ambassador and Permanent Representative Maria Zeneida Angara Collinson, Deputy Permanent Representative Sulpicio Confiado, Third Secretary Janina Bustos, Attache Cristine Clasara-Steylaerts and Atty. Philip Josef Vera-Cruz of the Dangerous Drugs Board completed the Philippine delegation.
Secretary Reyes said that “the nation’s desire to win the war on illegal drugs is unwavering and we remain committed to our vision of a drug-resistant and eventually drug-free Philippines under the guidance of an integrated and balanced strategy.” In his statement, Secretary Reyes mentioned several activities of the government such as the flagship prevention program “Barkada Kontra Droga” (Peer-based Strategy against Drugs), the implementation of community-based interventions and the country’s recent entry to the UNODC and World Customs Organization (WCO) Container Programme which reflect this strong commitment.
In closing, Secretary Reyes underscored that the country’s relentless campaign against illegal drugs is being waged with firm adherence to the rule of law and due process and to human rights principles, pursuant to the mandate of the Philippine Constitution and to the country ‘s obligations, under the international human rights treaties and covenants to which it is a state party.
The UN General Assembly held a Special Session (UNGASS) on the world drug problem on 19 to 21 April 2016 in New York. The Special Session is hailed as an important milestone in achieving the goals set in the policy document of 2009 "Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem", which defined action to be taken by Member States as well as goals to be achieved by 2019.
